Getting health insurance as an undocumented individual in California used to be limited, stressful, and expensive. But as of 2025, things have changed and for the better. California has now expanded access to state-subsidized health insurance for all eligible low-income residents, including undocumented adults.
This blog breaks down what changed, who qualifies, and how to get started with Covered California if you or someone you know is undocumented.
What Changed in 2025?
In January 2024, California already offered Medi-Cal to undocumented residents under 26 and over 50. But starting January 1, 2025, all income-eligible adults, regardless of immigration status, can now enroll in a Covered California plan using state-funded premium support.
This means undocumented Californians can:

Access the same plan options as other residents
While they are still not eligible for federal subsidies, the state will cover the difference for those who qualify by income.
Who Qualifies?
To be eligible for state-funded help through Covered California in 2025, you must:

Live in California

Meet income limits (typically up to 250%–600% of the Federal Poverty Level depending on the plan)

Not be eligible for full-scope Medi-Cal or employer coverage
Immigration status is no longer a barrier to accessing coverage if you meet the other criteria.
