In January 2024, California already offered Medi-Cal to undocumented residents under 26 and over 50. But starting January 1, 2025, all income-eligible adults, regardless of immigration status, can now enroll in a Covered California plan using state-funded premium support.
This means undocumented Californians can:
Apply for coverage through Covered California
Receive financial help with monthly premiums
Access the same plan options as other residents
While they are still not eligible for federal subsidies, the state will cover the difference for those who qualify by income.
To be eligible for state-funded help through Covered California in 2025, you must:
Live in California
Meet income limits (typically up to 250%–600% of the Federal Poverty Level depending on the plan)
Not be eligible for full-scope Medi-Cal or employer coverage
Immigration status is no longer a barrier to accessing coverage if you meet the other criteria.

Undocumented individuals can apply through Covered California with the help of a certified Covered California agent. No social security number is required, just basic income and household information.
The application is safe, private, and does not affect immigration status or count against public charge rules.
